I need to know if I can download topography layer, and if I can use that data in ArcGis and how.

OSM does not have topography information. When you see hill shading, height colouring, or contour lines in maps that use OSM, then the makers of these maps have added them from a third source, often from the free NASA SRTM data set, or occasionally from the data available at http://viewfinderpanoramas.org.
