Is it legal to use Ordnance Survey Open Data for naming streets in particular, or in any other way? I've noticed it quoted in history.

According to the OpenData License Terms and Conditions, all data can be safely assumed to be under a licence which is interoperable with a CC-by 3.0 license - the T&C Explicitly say so. What is less clear is whether the OS OpenData licence is compatible with the OSM Contributor Terms (as of 6 Feb 2011 compatability is subject to legal review).

thanks, hopefully we will be able to confirm things we can't resolve on the ground if/when a we get a common-sense legal decision

is this still the case

@andy: the License Working Group and the majority of people on the mailing lists now say that the OS OpenData is compatible with the new Terms and Conditions, though there are still a few voices who say otherwise. See
