I frequently pass a place called "Snazzydogz" which provides a dog grooming service. By analogy with similar services for people, should I tag it shop=dog_grooming?

How about shop=pet_grooming ? Some of these places will serve other pets as well even if their primary audience is dogs. pet_grooming will be closer to shop=pets, and the data base already includes 16 shop=pet_grooming objects.
