On the OSM site, in the Search box, I enter "vietnamese" and the results are not nearby (e.g. from another country). Shouldn't the search return results that are nearby?

in case you did not know: please note that "the OSM site" is by far not offering you all possible uses of our OSM data. See List_of_OSM_based_Services for some of the services which are using OSM data.

At osm.org, enter into the search box
restaurant [Name of your town]
The same search on openlinkmap gives a nicer looking result.

I am not sure if one of this sites support geolocation by browser but on the other hand you didn't tell your hardware/software setup.

I was unaware of openlinkmap. Thanks. Eventually I would hope that I would be able to interact with OSM without knowing about such sites as this one and OSRM. But at least the functionality exists.

If your question is not specifically for www.osm.org, as your title and tag suggest: A quite raw (not really for end users) possibility is to use Overpass turbo to find Vietnamese resturants (hit the run button). This is just to demonstrate the possibilities to you. Some other services may offer a end-user-targeted user interface.
