I still feel like a newbie, whats does IRC means ? And were to reach it ? And yes I read an old message out of 2011.

Internet Relay Chat is one of the many different "contact" methods that OSM has. The wiki page has lots more details, but briefly there are a number of different channels, including ones for different languages, and the main #osm one. If your operating system doesn't have an IRC client built in, you can use a browser add-in or the web client.

If you have a question to ask, just go to one of the channels and ask away. People might be busy or away from their keyboards, so it might take a few minutes for an answer to appear, so make sure that you stay around a while to hear it.
