Internet Relay Chat is one of the many different "contact" methods that OSM has. The wiki page has lots more details, but briefly there are a number of different channels, including ones for different languages, and the main #osm one. If your operating system doesn't have an IRC client built in, you can use a browser add-in or the web client. If you have a question to ask, just go to one of the channels and ask away. People might be busy or away from their keyboards, so it might take a few minutes for an answer to appear, so make sure that you stay around a while to hear it. Thanks the link worked, a lot to read.
