Internet Relay Chat is one of the many different "contact" methods that OSM has. The wiki page has lots more details, but briefly there are a number of different channels, including ones for different languages, and the main #osm one. If your operating system doesn't have an IRC client built in, you can use a browser add-in or the web client. If you have a question to ask, just go to one of the channels and ask away.
