Does anyone know how Nominatim generates addresses for a place (city, state, zip, housenumber, etc) How does it know what to include (or not include) in the address string?

Without knowing the exact answer, I recommend to start reading at the documentation about Nominatim at the OSM wiki, see Nominatim.

Als o read all relevant sub pages there and follow the links to other wiki pages.

Tell us if you get stuck somewhere via a concrete example.
