Is there free data about number of buildings storeys in Moscow or anywhere in the world? And it's desirable to have opportunity to get it as some kind of text data. How can I add this data, if I find it, to buildings attributes in OSM?

You can tag any buildings you map with building:levels=* to record the number of storeys they have.

If you'd like to encourage others to record the number of storeys a building has, you could document the tag in the wiki, and submit patches to the major editors to include the tag in their presets (or submit feature requests at least).
