Measurement plugin does not work. I've installed the plug-in but it does not appear in the menu bars. Is there a way to install it manually

I added a JOSM tag to the question.

Assuming your using JOSM...

I just installed (via preferences) the "Measurement" plugin...

I then restarted JOSM and the tool appears under the "Windows tab"

I then added a tick to the tool and the measurement box appeared on the right side ok. I then selected the pin icon (between the eye and the X) on the box to undock and resized the panel to make it easier to view and it seems to work as described for me.

You can also view all currently installed plugins via Help -> About -> Plugins.
