Can I export a map in GeoPDF format? This would be handy for using on my iPad with Avenza's PDF map viewer.

GDal has some support for Geospatial PDF, but I'm really not sure of what the conversion chain would be.

However, there are better ways to view the map on a tablet than using pdf. The wiki has a long list of map viewing apps for iOS to suit all tastes. I dont know the iOS ecosystem much, but MapsWithMe and ForeverMaps are ones that people seem to like.
