I often produce shared maps with markers.

This is now problematic as the comment markers are very similar (same colour) as the location markers. It leads to confusion, especially if there are many comments in the area.

Who should I contact to suggest changing the appearance of the location or comment marker so that they are obvious at a glance?

Are you referring to the new notes? If you don't need to share a map with notes enabled then just disable them via the sidebar at the layer selection. This is the default anyway.

If you mean the osm.org website, then ...

You should/could add a bug report to https://trac.openstreetmap.org/ ("OpenStreetMap.org Website"). You can login there with your www.osm.org login.

Workaround: To avoid switching on the "notes" layer at the receiver of your message/link switch off the "notes" layer on your side before creating a link. Or remove the "&layers=N" part of the produced link. The notes layer is per default off, as @scai said in the comment here.

It appears that "notes" layer is on by default on my machine, somehow.

Thanks for the suggestion to remove the layers part of the link, that'll do the trick in the future if I have problems.

Oh, and, I have created a bug report anyway, because I also found another problem: Map marker should be the same colour as it is during link creation (with the "share" tool)

@SomeoneElse: yes. Currently, the user's state of the "notes" layer seems to be saved in the _osm_location cookie (an N added at the end: 8.67995023727417%7C50.016743371076984%7C15%7CMN instead of 8.679993152618408%7C50.01693640159293%7C15%7CM) which is valid for 10 years per default.

Since the state of the notes layer is (silently) changed if you open a layers=N link and it is saved in a long-time cookie you can infect (somehow) people with the notes layer. It will spread if those people send themselves map links. Yeay, a semi-manual worm! ;-) "Notes" will rule the world soon. Ticket added.
