I am also trying to export to an XML file. I am using a very small map. I just get EXPORT and it automatically exports to an .osm file. I do not see the option for XML.

.osm is the file extension you get by default for XML files from the OSM website's "export" function:

I was able to open the file, thank you. I was expecting street names to be included in the spreadsheet. Do I have do something else to get street names?

This is not a spreadsheet, it is raw OSM data. See OSM XML for an explanation. It contains everything also contained in the database, including street names.
