How do I add a friend or find friends that are further away?

How do I add a friend or find friends that are further away then those users shown within a default radius (which seems to be set at 7 km)?

Go to a user's user page - eg. http://www.openstreetmap.org/user/exampleusernamehere/ - and click the "add as friend" link.

To find people around you, have a look on that help page: Nearby users (lists, among others, "who's around me").
