It is not related to the editor when changes appear or not (after "saving" in Potlatch respectively "uploading" to the server in JOSM; both terms mean the same action, technically). Instead, it is related to the viewed zoom level, several caching techniques (one in your browser), the type of object your edited/added (if it shows up at all on the map you are viewing), and on the map which you are viewing.
