The WIKI key landuse has values as grass, farm, farmland or farmyard versus agriculture or plant_nursery. The fields in the area are tagged grass or farm, IMHO not true. The region is a long stretch of colored fields. http://www.openstreetmap.org/#map=15/52.5718/4.6652 Wouldn’t be better to tag it landuse=plant-nursery with plant=bulb, just to avoid a struggle between for instance lilies and tulips.

Sounds like farmland to me - tulips are just another crop. You might want to further refine it to say "... and the thing growing here is tulips", but I'd start from "farmland".

Add a subtag for "tulips" and change colors on rendering rules. No need for a specific main tag just because it is more colored than other growing plant.

There is an article in WIKI somewhere regarding the difference between landuse and landcover (grass would be better tagged under landcover rather than landuse). But it was only a proposal, right now landuse is used as far as I know. Generally speaking you can use whatever tags you think are appropriate, I think that landuse=plant_nursery and plant=tulips or plant=bulbs, plant=lilies etc sound OK to me. BTW what do you mean by the struggle between lilies and tulips.
