An ouvrage, http://www.openstreetmap.org/#map=17/49.37495/6.13151 is an underground defense system with batteries popping up. The ouvrage should IMHO gets layer - -<1 and covered – yes, but the battery on top could get layer - <1 ? Should the building be drawn as a multi polygone to make the battery popping up.

For info about what an "Ouvrage" is have a read here. The direct English translation ("work") isn't used much today, though it was in here a lot. I think that Uncle Toby and Corporal Trim from there would have been perfect for OSM!

The tag 'layer' does not indicate if the feature is under or above the ground level. It describes a relative position between two OSM elements when they overlap or cross each other. Read the wiki documentation about layer.

The tag 'covered' does not indicate if the feature is buried underground. In fact, we don't have yet a clear consensus for tagging underground buildings, primarily because they are not easy to survey (excepted when it comes from external resources like the cadastre in this case) and therefore is uncommon in OSM. One possibility is maybe the key "location=underground" already used for e.g. pipelines.

Thanks, but if all parts of these works or bunkers are connected by underground ways (tunnel), should the tagged ways above not get a 1 ? Or what to do if the surroundings or entrance is visible, but the roof is covered with earth ? The total underground layout has been carefully surveyed to connect all elements. The actually emergancy entrance of the battery is a tunnel.
