Can you clarify whether you mean a map with labels in Welsh, or having osm.org's text in Welsh? Both are possible but we can give a clearer answer if we know you meant one and not the other.

Cheers Grant - that was quick and most helpful. I guess it is also possible to annotate polygonal areas and edit the resultant, say, JOSM file?
