Change monitoring tool that detects changes to ways/relations

I find OWL and WhoDidIt useful for monitoring changes in certain areas, but I understand that they only detect changes when nodes are modified. Is there a similar tool that is able to tell when, e.g. a way's tags are changed, even when its nodes aren't touched?
