I live on a barrier island and a small portion of the northern end is cut off by the improper positioning of the administrative boundary. The boundary is tagged level=2 and relation says "outer". Thus this is supposed to be the outer boundary of the USA

I wouldn't care except that it shows as a dotted line across the bottom of the island when I print it.

Seems to me that I am probably not the one to move this boundary but what is the right way to correct this error in placement?

You are indeed the one to move this boundary. Log in to your favourite editor and fix it as far as your knowledge allows. Boundaries in OSM have no special or "official" status, and they are often wrong by hundreds of meters.
