i had collected the list of the towns with lat/long from japan country ..I cannot find the towns administrative boundary in relation.But only available in nodes an online...how to convert the nodes to relation ?

I think that is a bit unclear. Please describe that with more words. Please mention what you want to do and where you got the data from.

I have problems understanding your question. As far as i understand, you have a list of openstreetmap nodes that represent towns in japan, and you want to create a relation that collects them all? I would strongly oppose a relation "All towns in japan". The wiki states that relations are "not designed to hold loosely associated but widely spread items" ( http://wiki.openstreetmap.org/wiki/Relations#Usage ). So please do not create such a relation!

Janani, do you mean you are looking for something like this relation (http://www.openstreetmap.org/browse/relation/2679947 Tateyama-shi in Chiba-ken) where the node and administrative boundary are both in the relation?
