How can I duplicate a relation in OSM? I am trying to add 2 very similar bus routes as relations. I have already added the first one. Can I duplicate the relation and then adjust the duplicate for the second route. It would save me a lot of time if I didn't have to create the relation again.

You seem to use Potlatch which hasn't such a functionality as far as I can tell. But JOSM is able to copy relations. Just select the relation in the relation list widget and press the third button (labeled create a copy of this relation [...]).

How about in other editors than JOSM? Like Vespucci, or iD, or level0?
