Why not ask your question on the new OpenStreetMap Community Forum?

I was wondering if it had been suggested to have both render or where I can go to propose a change to the way something is rendered on the openstreetmap.org site.

I couldn't find a bugreport. You can create one with your regular OSM account. However keep in mind that the mapnik XML stylesheet is currently ported to CartoCSS and therefore won't be any major changes until this has been finished.

The subscription page on the talk mailing list is at http://lists.openstreetmap.org/listinfo/talk, and there's a link from there to other lists too. In fact (taking a step back) the wiki contact page might be worth having a look at.
