What is the relationship between www.openstreetmap.es and www.openstreetmap.org?

They display the spanish OSM mailing list as their contact info at http://www.openstreetmap.es/contacto/ , so probably they are some mappers that belong to the spanish OSM community. For specific info I would suggest you asked them themselves.

Hi, just take a look and follow the link to www.openstreetmap.es. It’s simply a daughter specific for Spain or a Spanish platform to communicate, with a list of meetings and happenings in Spain. I recon its logic to build a Spanish openstreet.org site.
