Why not ask your question on the new OpenStreetMap Community Forum?

I want to tag that road is not maintained in winter. It has sign saying "Droga nieutrzymywana w okresie zimowym" in polish or "Road not maintained in winter". I could use date_on and date_off but this doesn't fit very well. Road is not closed during winter, it just may (but doesn't have to) be impassable. And additionally, winter isn't very precise time frame.

You could use snowplowing=no. "Snowplowing" is widely used so far (more than 15000 times!). However, snowplowing=no is only used about 2000 times. See also the wiki: Key:snowplowing

Another possibility is to use winter_service=no for this purpose. According to Taginfo this is used 178 times so far.
