That means the cycleroute is not complete yet, but only a proposal (state=proposed).

I was the one who mapped that, and I can confirm it indeed means it's a future route that's been designed and funded, but nobody's gone and rolled truck to add the infrastructure for it yet. Mascha should accept this answer so cartinus gets the karma.
