Is it possible to download city-wide maps for offline viewing? I am from India and it is a huge country .

You may download the data for total India or Statewise data is available at http://downloads.cloudmade.com/asia/southern_asia/india#downloads_breadcrumbs but this data may be outdated.

That page says "Last maps update: 13 December 2011", so (especially in a fast-changing country like India) it's probably not the best choice.

Perhaps drill down into the desired continent/country/subdivision at http://download.geofabrik.de/ , then?

(just to add to that last comment) although India's a huge and populous country, and Geofabrik doesn't offer sub-regions of it, India isn't huge in OSM terms yet (at 245Mb), though there's a lot of activity there so it's only going to get larger.
