Within the background settings in iD, it is possible to define a custom background - the on-screen text says:

"Enter a tile template. Valid tokens are {z}, {x}, {y} for Z/X/Y scheme and {u} for quadtile scheme".

Is there anywhere a layer of underlying GPS traces that is rendered that might be used as a custom background, so that users can see what traces have been recorded in an area, which in turn will help to see if there's any underlying offset in the canned background imagery sources such as Bing etc.?

iD now has this built in. Click on the [B]ackground setting button and enable "OpenStreetMap GPS traces"

It is a to be implemented feature (see issue 277). So I guess there is no to such layer (tiles in a high zoom level) - otherwise it would be already available as preset inside the editor. There is one with lower zoom levels (referenced inside the issue); example tile: http://zverik.osm.rambler.ru/gps/tiles/11/1072/693.png (seems to be Z/X/Y scheme but I could not get iD to display those; not sure what the usage policy is …).

That tile layer (the GPS one) doesn't currently seem to have rendered beyond zoom level 11, so that's probably why it's not appearing (which might have been what you were saying?). Displaying a layer that is available at higher zoom levels (e.g. "http://os.openstreetmap.org/sv/{z}/{x}/{y}.png") does work OK.

I tried at Z11 (standard is bing sat displayed) with http://zverik.osm.rambler.ru/gps/tiles/{z}/{x}/{y}.png - is that the wrong schema URL? Does it display for you?

Even better - the raw data's available as regional extracts so it shouldn't be too difficult to populate a small database with the data.
