If I edit a map with Potlatch 2 I can zoom more in Bing aerial imagery in cities then in north Canada? Why is it like this and will it change in the future? Google maps seems to have much better satellite pictures from north Canada. Is it possible to use them?

You can zoom in more in other editors (e.g. iD or JOSM). But those editors just scale the images up, you do not get more information that way (the highest resolution images are the same) - although you may be able to see the included information better and it may be (much) easier to draw.

For some locations of the world other aerial imagery is available which we are allowed to use. Potlatch2 offers a selection in its "background" menu drop-down.

It is not allowed to use Google's sat images - see legal FAQ. In general: you are not allowed to use anything except if you are clearly allowed to (that, of course, applies to the default beackground image pre-sets in our main editors featured on our openstreetmap.org homepage).
