Where are the privacy settings for friending/unfriending/permission to friend another user?

IMHO there are no such settings and they are not necessary. The current "friend" function is limited to displaying the changesets of "Friends" and their blog posts on the befriending users page.

Both changesets and blog posts are fully public, so the current friend implementation does not encroach on your privacy at all, it is simply a convience function.

("friend" is a misnomer, it is more like "following" on twitter, where, very similar, your tweets are public anyway)

I'm disapointed with that answer because I've been receiving unwanted e-mails from some local users.

Sending/receiving messages is independent of the "friending" function. If you receive messages about your edits then you'll have to live with that - you can't opt out of feedback for your edits. If these messages are "spam", or inappropriate for another reason, you can report them to the data working group at data@osmfoundation.org who will admonish or maybe even block the user sending the messages.
