This is a horribly unspecific question and if you can edit your own entry, I'd suggest to be more specific. Download maps in your database? That can be everything: Do you want map DATA in a database, so you can render it on your own? Do you want ready-rendered tiles in 256x256 pixel downloaded on your computer? Do you want Garmin maps for you gps? Do you want country exceprte in .osm format? I am afraid that without being much more specific answering this one won't be possible. And attempts to answer it without really knowing what you want, may well be a waste of your and our time.
