The metro stations in Dubai along Sheikh Zayed Road are open 24 hrs a day to cross this major freeway on foot. The bridges are on the map, yet mapping programs will not use them to calculate a route. Can this be fixed?

Looking at this area, it's because the bridges are not connected to other highways. You need to link the bottom of the steps with a highway=footway to the adjacent street which is usable by pedestrians. This example shows a pedestrian railway bridge mapped as I suggest.

Assuming yo're registered on the main OSM site, click on the edit tab and you will be in the iD editor. I'd suggest reading the walkthrough before trying to edit.

The basic edit steps are 1) Select Line, 2) select the end of one of the steps; 3) the mouse will now show a dashed line and if you click on an adjacent highway this will extend the steps to the highway. This is crude but will be effective for routing. Really you need to cut the extended way and change the newly added portion to a footpath (I'm new to the ID editor too :-).

Feel free to do the edit and ask someone to check it over

... also have a look at http://learnosm.org to get familiar with OSM editing.
