Standard vector layers in Potlatch in the UK - what’s the “county name and date” one?

In Potlatch in the UK the top vector layer is "Derbyshire - 20120607" (in Derbyshire), from http://dev.gravitystorm.openstreetmap.org. It's not selected by default.

What actually is it and what is it supposed to be used for?
