What should be done to remove inappropriate / useless notes added to maps anonymously?

If you mean the new notes system that you can access from the main osm site by choosing browse notes then while you are logged in you can see on each note a solve button beside adding comment button. This marks that note as solved and it will disappear in days.

Good to know! I might have missed that feature while skimming through the docs. It would be however a nice addition to mark a note as inappropriate for faster removal (avoiding to mark it as "solved").

There is now (but probably wasn't when this question was first answered!) a facility to hide inappropriate notes immediately. Just drop a mail to data@osmfoundation.org and someone will deal with it.

If you turned Map Notes on by accident and want to turn it off, it's under 'Layers' on the right hand side.

This is useful advice, even if it probably isn't an answer to this question.
