I found a man_made=water_well, that’s used for research. The researchers use figures as water level or quality levels. They’re hidden, but used when groundwater is used for drinking water. The Wiki is not clear about this tag.

I would use something like

 Man made=water_well, Quality-control=yes, Measuring=yes, Research=yes, Waste_water=yes

to tag this item, are there more possible addings?

waste water is dirty water so I would not use that

It's better to use 1 or 2 tags that actually describe what something is, in stead of putting numerous tags on something in the hope that anybody understands what you mean.

Simply browsing Taginfo for values containing "water" found monitoring=water_quality on the second page. According to a simple search with Overpass Turbo, this is mostly used as a secondary tag with man_made=monitoring_station
