When I want to store imagery offset (offset plugin, JOSM) I get "you must be registered OSM user" error. Of course I am a registered user, otherwise I would not be able to edit the OSM map. What am I missing?

To store imagery offsets on a server, you need to enter your OSM credentials in JOSM. To do that, open preferences panel (F12), click the second tab (with a globe) and fill in the authentication form. It is recommended to choose "User OAuth", so your login and password are not transmitted in plain text.

Without this not only you won't be able to upload your imagery offsets, but OSM changesets can not be uploaded as well.
