A couple years ago, a group of people from HOT/OSM set out to buy commercial imagery for the Gaza strip. Their efforts, and various imagery providers with their pricing at the time, are documented here: http://wiki.openstreetmap.org/wiki/WikiProject_Gaza#Commercial_aerial_photography - maybe there's something there that gives you an idea. But remember the document is several years old.

Besides the global providers of aerial imagery there are many many players at national and local level, including various ways of DIY.

To help further we would really need to know which area you are interested in.

In that case I would suggest discussing with HOT, they may have imagery available already or may be able to organize some (via the UN or other international organisations).
