I have recently tried to add comments to replies to my posts. When I click on 'comment' I get a text box open for a matter of milliseconds and then it disappears. My only other option is to use the Answer button which works fine, excepting that I have been gently admonished for using an inappropiate facility. Maybe this is a matter of the used browser. Edit you question and tell us please what browser in what version you are using. Then you can try other popular browsers like Chrome, Chromium, Opera, Firefox. You were on the right track stephan75. When I upgraded to Windows 7, I also changed from Firefox to IE9 beta. This is the first problem I've noticed while using it and setting openstreetmap.org to Compatibility mode in the Tools menu has enabled the Comment text box to remain visible and usable.
