Hi NoirFM, the data of OSM is free to access for everybody (with restrictions). Please help yourself, in general we don't have the capacity to help you with a specific task. You will find many answers on this site or in our wiki. To only get the Ukraine data from OSM you may use e.g. http://download.geofabrik.de/europe/ukraine.html If you only need data of some specific cities XAPI or overpass (turbo) may be an option for you.
