I generally prefer not to have Bing imagery active when I'm editing in Potlatch 2. I'm aware I can turn it off per session, but how can I make it the default - no background - every time I fire the editor up?

If it doesn't remember it from session to session, that's a bug. Worth searching for similar bugs on trac (trac.openstreetmap.org) and appending your report to this if so, or if there's nothing, filing a new ticket.
