When I downloaded the Apps onto my Iphone4 I inadvertently denied permission for the apps to automatically locate my position...so now I receive a message that "Access to your location was denied" How can i reset it to gain access? I have attempted to download the Apps again however it just comes up with a message that i have already purchased to Apps.

You need to contact the author of the app (whichever app it is) and ask them. OpenStreetMap does not provide an official iPhone app. We are solely a volunteer project: we can't help with problems with individual apps, no matter whether they use our data.

The overall iPhone "Settings" app will enable this again:

Settings / General / "Location Services". Find the app name, and set it to "On".
