This has been earlier on the agenda. OSM doesn’t take a stand in this kind of issues. Where states have different views on what’s what and who’s ruling it. Please read this question an answer. https://help.openstreetmap.org/questions/21167/hoang-sa-paracel-islands-and-truong-sa-spratly-islands-vietnam

Well we need a way out to remove the Chinese characters somehow from the map. Are these stored in some text/metadata files? Is there a way to remove these?

OpenStreetMap is a vast database of mapping information. If you don't like the way that this information is presented in the default map 'tiles', you can render your own. See http://switch2osm.org/ for details.

Perhaps you ought to consider using OSM data rather than just tiles? If you did that (and there's an excellent guide how to here) you could display any text you like, however you like. An example of a Vietnamese-language map is this one.

If you just want a static map image you could export your area of interest as a PDF/SVG and remove the conflicting text afterwards.
