Is there a timetable or list of the busiest hours on the OSM servers ? If it’s known as a rush hour you could decide to wait an hour or so to start your request for a download. And yes I know the server is keeping track of all the requests, but still. There’s an advantage for the server and myself, I don’t have to wait and the server doesn’t have to do any overtime. Is the functionality Hendrik asks about hosted on server "spike"?
I guess UTC, because the webpage says at the bottom line "this page was generated at ... UTC". Probably someone who is more knowledgeable about the server infrastructure should confirm this.
