I'm new to osm and a little confused by all the available tools. I want to use OpenLayers to make a map offline like discribed here in the wiki

I have tried with few tiles (downloaded with JTileDownloader) for a very small region and it works great.

Now i would do that for a all country (France) , but according to the tile usage policy it seems i can't download so much tiles.

So here come my question :

What procedure should i follow (what tools) and what files should i download to generate tiles usable by Openlayers ?

i found some extract for France like on CloudMade but i have no idea wat file to chose and how convert it to a bunch of tiles.

I'd suggest that you generate your own tiles. There are a series of how-tos available on the switch2osm site.
