I have an excel sheet for all the locations in Lebanon in X and Y format.

example;

Location X Y

Beirut 35.47818899 33.89459448

Zahleh 35.87422236 33.8841806

Tripoli 35.85263127 34.43011884

I want to use this data, so I will type Beirut in the search button and it will navigate me to the desired location.

What is the tool for doing that????

Your question is about web development and is not specificaly related to the OpenStreetMap projet. Even if the underlaying map is coming from OSM data, what you need is something about setting up a slippy map pointing to specific lat/lon coordinates. Check the permalinks URL's and you will get part of the reply.
