How to Authenticate OSM users against OSM user database?

1	I am developing a webapp with OpenLayers and php for editing in osm and I need to find if a user is registered for OSM. How can i do that? login php editing registration asked 12 Mar '13, 06:18 amritkarma 684●21●29●41 accept rate: 11%
