AFAIU name=[Tt]oilet (+ "toilet" translated into other languages) can always be safely replaced by amenity=toilets. I don't think I want to create my own bot for this, how should I search for an existing bot maintainer to suggest this rule?

Actually, if I saw an item added to OSM as "name=toilet" (in English or any other language) I'd contact the original mapper rather than just changing the data. If you or anyone else change the data without telling the original mapper, they'll continue adding "name=toilet" because they won't know any better.

If instead you explain that "amenity=toilets" makes more sense, because maps created from OSM data can display them properly, and people searching on e.g. a Garmin handheld will find them, then next time the'll map them properly as well.

In this particular example it's easy to explain as there's a ready-made specialist rendering of the data already.

Can't a bot notify the author? There will always be new users who will add name=toilet anyway.

I wouldn't expect a bot to be able to frame a nice friendly message in the language of the original mapper geared to their experience of OpenStreetMap editing.

@int_ua: Misusing the name tag for all kind of descriptions and amenity classes is not specific to toilets. That also happens for many other tags. Our editors UIs contribute their part to that misuse. In a subjective, personal, non-scientific feeling based on experience the rate of name tag misuse is highest for the wheelmap.org editor.
