I used Maproulette to fix some issues. Should I use a changeset for each issue (resulting in a higher number of changesets) or should I use a changeset for each edit (leading to geographically wide distributed small changes which are maybe hard to check and roll back)?

I'd use a changeset for each issue. That way local mappers will see local edits, not one large continent-wide changeset in which it's not easy to see what has been changed near them.
