I don't have any particular software or money for software. I just want a decently usable map that I can use at anytime. How do I get started? Ideally, I'd like to have a tutorial I could use to create regional maps. Thanks.

That's a fairly broad question, with lots of possible solutions depending on (a) how big a map you're interested in and (b) where you'd like to see that map.

So - what sort of area are you interested in, and what device (phone, PC, something else) do you want to see this map on?

Also, what do you want to do with it - just look at it, or perhaps find things, or route from A to B as well?

You should find some hints in the OSM wiki about Software ... for several platforms and operating ystems we have collections as tables, even with a sorting about offline or online map loading.
