I believe CloudMade's services are free but they reserve the right to deliver advertising with the map. (A paid-for version is also available.) But you can check on their website.

OSM cannot supply free-of-charge tiles to every app developer - we simply don't have the funds to subsidise the server and bandwidth costs. So you will probably need to look for a third-party provider such as CloudMade.

Hi Richard, I found this site http://support.cloudmade.com/answers/offline-maps and I think CloudMade it's not free. What way I should do T_T
