почему на карте не могу выставить рядом находящийся поселок, пишет не название города, а НЕ ОПРЕДЕЛЕН?

Where do you see the "НЕ ОПРЕДЕЛЕН" message? Is it when editing the map (in for example Potlatch2), or when looking at the map somewhere on the Internet? Please supply a screenshot or a link to where the problem occurs.
